State legislators were called into special session
Wednesday by Gov. Rod Blagojevich, marking the start of another fiscal
year without a budget.Blagojevich wants the General Assembly to pass several sweeping revenue bills
that would pump an estimated $1.5 billion into the budget. One bill, SB790,
would give the governor broad authority to “sweep” dedicated and special funds,
